Plot:
A man suspects his neighbor is a terrorist.

Review:
This wants to fly in the face of the typical movie, turning everything on it's head. It implies all domestic attacks are government conspiracies and the real culprits go free. It makes no sense to claim attacks aren't fully investigated and that the government can't track criminals. This purports that criminals are much smarter than assumed and that the government is extremely incompetent. The entire premise of this movie is ridiculous.

From the start this movie hits you in the face with explicit violence, opening with a kid that has severely wounded hands from a bomb.
This plays up paranoia, urging you to worry about your odd neighbor. Anyone around you could be planning attack, and it just becomes silly. It's silly how far Jeff Bridges is willing to go and the implication that Tim Robbins is part of a massive conspiracy cover up.

The ending twist is that the bad guys aren't caught.
